To acquire a firearm, in addition to the documents required in art. 4 of Law 10.826 of 2003 it is necessary to pass a rigorous examination of psychological aptitude, as well as prove technical capacity to handle a firearm attested by a weapons and shooting instructor duly accredited by the Federal Police.
The exam administered by the weapons and shooting instructor consists of a written test containing twenty objective questions about the legislation and technical parts of firearms, safety standards, nomenclature and operation of firearm parts, stand conduct, Brazilian legislation on firearms (Law 10.826/03 and Decrees 9845/19, 9846/19, 9847/19 and 10.030). The candidate who obtains 60% (sixty percent) of success in this evaluation and shooting test carried out with a model gun and caliber claimed by the examiner on an official model paper target determined by the Federal Police itself, whose minimum score is also 60%, will be approved. The practical test will be applied using SAT/ANP/PF standard humanoid silhouette target with descending points zones from five to zero points, distance between the shooter and the target is five and seven meters and must fire ten shots at each distance, making a total amount of twenty shots.
The examinee must comply with a duration time of twenty seconds for each sequence of ten shots totaling forty seconds for the total of twenty shots.
After carrying out the psychological exams and aptitude for handling a firearm, the examinee receives a Psychological Report attesting to being able to own a firearm and a Technical Report attesting to being able to handle and use a firearm.
In possession of the aforementioned reports accompanied by proof of residence, proof of lawful occupation, criminal clearance certificates, the applicant fills out the Federal Police’s own form, as well as a declaration of necessity and starts the request for authorization to purchase a weapon. Once the request is granted, the Federal Police authorizes the purchase of a weapon.
