Acquisition of Firearms in Brazil
Part 1
The acquisition of a firearm can be carried out in two ways with different purposes. One through direct authorization from the Federal Police pursuant to Law 10.826/2003 and otherwise by means of authorization from the Brazilian Army pursuant to the Sole Paragraph of art. 2nd and Sole paragraph of art. 3rd the referred law.
Art. 2 – (…) Single paragraph. The provisions of this article do not apply to the firearms of the Forces. Armadas and Auxiliaries, as well as others that appear in their own records.
Article 3 It is mandatory to register a firearm with the competent body. Single paragraph. Restricted use firearms will be registered with the Command of Army, pursuant to the regulation of this Law.
Law 10.826/2003 regulates the acquisition of firearms in its § 1 of art. 4th. THE SINARM – National Weapons System, will issue authorization for the purchase of firearms after receiving assistance the requirements previously established (art. 4), on behalf of the applicant and for the weapon indicated, and this authorization is non-transferable.
SINARM is a body established by the Ministry of Justice within the scope of the Federal Police, with circumscription throughout the national territory, as provided for in art. 1 of the cited law.
Weapons acquired with authorization from the Federal Police are intended exclusively for personal defense, as the weapons authorized by the Brazilian Army are intended for collection, sport shooting and/or hunting, with a peculiarity, during the journey in any of the modalities mentioned the collector, the sport shooter or the hunter may carry a weapon of short fire armed, fed and loaded for ready use for the defense of its collection, as provided for in Decree 10,030 of September 2019

3 Collectors, shooters and hunters may carry a firearm of postage loaded, fed and loaded, belonging to its collection registered in Sigma, in the path between the place where the collection is kept and the place of training, instruction, competition, maintenance, exhibition, hunting or killing, upon presentation of the certificate of valid firearm registration and traffic guide. § 4 For the purposes of the provisions of § 3, a route is considered to be any itinerary carried out between the authorized guard location and those for training, instruction, competition, maintenance, exhibition, hunting or slaughter, regardless of the time, guaranteed the right to return to the guard place. It is important to note that the weapon authorized by the Federal Police is intended for self-defense while the weapon authorized by the Brazilian Army is intended for collection, shooting sport and/or hunting and also for the defense of the collection. The registration of weapons in SINARM – National Weapons System is through authorization from the Federal Police and the registration of weapons in SIGMA – Military Weapons Management System it takes place through authorization from the Brazilian Army.
